Help Needed

Took carb apart to replace the gaskets... Im having two issues.. These rods were in the left and right bowls. Im assuming this is not correct?
Also the pin in the pic is keeping the top from setting flush on the body. Why wont it collapse? Any help would be appreciated. Pics of both issues.

Those tubes *should* be in the air horn (top part). Below is a pic of when I pulled mine apart to clean. You can see the four tubes if you look at the part of the carb in the center of my pic. Looks like those are the outside most two. They should just press back in, light tap with wood or something to seat them but not bend or otherwise distort. The lever (looks like the TPS adjustment from your pic) getting in the way should be able to be held back with a machinist ruler, or putty knife, or anything else thin that you can slide out once you have the two parts aligned.
