Is 220* too hot?
I know our cars run hot, but mine has been typically running between 210-225 lately. Is this hotter than it should? The temp here is almost always above 90. Radiator is brand new.

As long as it's running cool on the highway, and the fan keeps the temperature under control when it turns on, there's nothing to worry about.

I run my GTA at 165...
Its how I LIKE it. Just keep in mind that your tranny it up to 20 degrees hotter than the engine, and when you burn tranny fluid you can loose your tranny. Ask me how I know lol.
Now I know you can overcool the TPI, however I think its at 155 or 160 that you dont want to run it below. But please dont take my word for it, read for it on the site here. Thats where I found it in the first place haha.

My fan runs constantly, so it is sitting at 220 with the fan on. And it stays around 220 regardless, highway, city , whatever. I'm thinking about putting in the 160 or 170 thermostat, but I won't be getting an EBL to retune for another 2-3 months. I know it can cause probs with the engine not heating up enough for the ECM, but I think with the outside temp over 95 here I will be fine.

To run a lower temp stat, you don't need to change your fan temp. The lower stat will let your engine run cooler at cruising speeds, and everything else will still work perfectly.
Since you said your temp is consistently around 220*-ish, and the fan is running all the time, whether at cruising speed or in traffic, then I'd think there's a problem. Because at cruising speed, with a stock stat, the temp should be near(but below) 200*, and the fan shouldn't be running.
The stat is a simple thing to swap, and it might even be the problem. So I'd swap it right away. And with a lower temp stat(160*, 170*, 180*) and stock fan temp, I think you'll probably like(and trust) this new set-up even better.
