Cruise control doesn't work

I have a '91 RS with a 305. I have had the car 5 years now and the cruise control has never worked. Anyone have any suggestions where I should start to try and make it work?

All of the wiring seems to be connected but I'm not an electrician so I may be overlooking something.

I appreciate any help you can give!

Is it a manual or automatic?

A little off topic, but it looks like you've had your mid ground effects and rims changed cuz it doens't have the air foil and I didn't think V8 RS's came with the V6 Rims. Just a thought.

I'm not the original owner. It was set up this way when I bought it. I like the recessed rims better than the flush ones. That was one thing that attracted me to the car.
