Why won't my battery charge

Engine: 5.7 ltr.
Transmission: 700R4
Axle/Gears: 3:27 9 Bolt Borg Warner
Why won't my battery charge
New battery, new alternator...Get 12v on the battery + terminal on the alternator, but my voltage is only reading 11 volts in the dash. Should be 14 volts. Could it be the gauge ? Checked all grounds, headlights, relays, engine ground strap, hatchback pull down. Ground off battery to block is good and tight.
Stumped here...Any recommendations on what to check will be appreciated.

only 12v at battery with engine running?-that is way low,should be around 14v with engine running.

do the cars with gauges also have an "alt" or "volt" light?
if so, is it on with the key on and engine off?
if the light doesn't come on, then check the bulb. that bulb is inline on the circuit that activates the alternator and if the bulb is burnt out, it won't charge.
if it doesn't have that light, are you getting power to the brown wire on the alternator plug with the key on? if not, that's your problem. could be an ignition switch problem.
if so, is it on with the key on and engine off?
if the light doesn't come on, then check the bulb. that bulb is inline on the circuit that activates the alternator and if the bulb is burnt out, it won't charge.
if it doesn't have that light, are you getting power to the brown wire on the alternator plug with the key on? if not, that's your problem. could be an ignition switch problem.
