Speedometer calibration ???

Car: 85 iroc original owner 24,000 miles
Engine: 305 tpi
Speedometer calibration ???
I have a mechanical speedometer from a 89 IROC that I am trying to calibrate. It's reading about 11 mph slow, It appears that there is a window on the back of the housing that you use as a timing window. There are some counter weights in there also. Am I on the right track? Any suggestions would be appreciated.

The speedometer worked fine until my son removed the needle. I think it's just a matter of getting the counter weights in time with the needle.
