Special Interest plates?!

Special Interest plates?!

Hi all. I did a lot to my car. Shes coming along great. Im starting to get close enough to start thinking about getting her on the road. Anyway, Im considering applying for "special interest" plates because they dont need to go through the DEQ/emissions testing. Due to my 383 stroker engine, im thinking theres no way ill pass... So! I was wondering if anyone in the Portland/sounding area has any experience with these plates? I know they are permanent and such. Ive also read some websites about how having those plates mean you cant use your car as often as you could however there are loop holes such as, only being able to drive it just for "maintenance", yet every drive is technically to maintain the car.. so..
I printed off some of the applications (i figured id mail it all in), But im kinda stuck on some parts of this application. Also, some of these application parts ask for an established group for special interest... does anyone know if this is required in order to get these plates? if so, where can i find a group, cause i think that would be kinda fun to join too! Thanks again, any help is appreciated!
1.) My car is older than 25 years (its 32).
2.) "Issued to a vehicle that is maintained as a collector’s item" (someone please explain thissss just so im 100% sure)
3.) "It has been sanctioned by an established organization as a vehicle of special interest." (i dont think this part is required but id still like someone to explain this)

I live in Gresham, have special plates, and daily drive my car. I've done this w/all cars that qualified these past 16 years I've lived here. I have not been pulled over and if I do I'll say that I'm test driving my car to fix it. I pass police almost daily and I don't drive fast. My car is slow as bleep, it gets put to bed for summer when I drive my 95 z28. Right now both need full pumps, lol, so I've been driving wife's CTS until IC
I can fix in next week or two, I recommend getting special plate/ only need 1 on rear, best wishes

I have SP plates on my 92 z28, my 69 Nova, and my 66 Mini Cooper, never had an issue with any of them

Did you fill out the "sanctioned by an established group" part?

So I would only fill in the box that says my car is older than 25? Also do I need tags?

no tags, just get 1 yellow plate that says SP and about 5 numbers on it, no DEQ, no registration every 2 years, just put it on the rear and drive
