First off lets get a little info on your car.
You say you have a 85 speedo, so I'm guessing that it's about an 85 or 86.
I don't think you have to worry about braeking the needle on the speedo. I used to bury my 84 speedo constantly, and never really had a problem with it.
You have to figure out what kind of speedo you have to swap to a higher speeedo, whether it is cable driven, or electric.
Let us know and we will try to help you out.

Governor?
A governor ( in the speed control sense ) actually prevents you from going past a preset speed via some means to keep the engine from running....like cutting off fuel or spark etc until the engine gets back below a certain speed.
Just because your speedo reads 85 MPH, does NOT mean you can't go past 85 MPH if you're wallet can stand the ticket
MY 85 IROC w/ a 350 TPI has it's original 85 MPH speedo still. Didn't stop me from pacing a buddy of mine in his newer model TA so I could get an idea of my top speed.....and it didn't hurt the speedo a bit.
I kind of like the 85 mph speedo...that way, when a cop pulls you over for going some insanely high speed, and he asks the inevitable question ( if he doesn't take you into custody... )
" Do you know how fast you were going?!?"
You can honestly answer...my speedometer was reading 85 mph.. :P
