when i go from a stand still and floor it, when i get around 60 mph, in 3rd ( i think ) it wont shift in to 4th, ill have to take my foot off the pedal and put it back down, and its in gear.
is this my tranny? or settings on my q-carb ? what causes it

Is it an automatic with overdrive? Sounds like a problem with the torque converter clutch solenoid.

sounds like normal function to me. the trans isnt supposed to shift into 4th at WOT.

WOT is wide open throttle. The transmission will not shift into 4th/overdrive at full throttle. There is a kit you can buy that will allow you to though.

Unless you have a set of steep gears you should still be in second gear at 60mph with the throttle to the floor, let alone fourth gear.

yup...you wont shift into overdrive at wot. You gotta be at 2/3 throttle or less for the shift. I never did this and am not sure if it works but i heard that a B&M kit kickdown valve will fix it or a GM upshift valve.

For what it's worth, here is a 1989 THM 700R4 shift speed chart for all the various models.
