both 64cc chambers, 200cc runners..
priced cheap for my budget for something better then stock that can handle an lt4 cam..
which one would you choose? or think performs better out of the box with only gasket matching in mind?

In that case don't go with any world heads, they flow horrible out of the box.
I hate world heads, for the money you have much better options.

what about trick flows, edelbrock, brodix track1
they have the new vortec's with regular bolt pattern, but you need an intake with raised intake ports so guess those are out
you could get some worked aluminum(vette) L98 heads

3 words AIR FLOW RESEARCH. I would go for their 190 CC. Those will outflow the others on your list from only 190 cc intake ports. That means the more hp and more torque.

i chose these two cuz im not exactly rich nor am i going for top drag, i just want a peppy motor that can pull decent 12's on motor with my budget, and right now my budget is about a grand for a set of heads.

200 cc intake runners are probably too large for what you have in mind. I agree on the 190 cc AFR comment, but they are very costly.
L31 Vortecs is probably the best budget choice for out-of-the-box performance, figure $750 for the heads + intake. If that's not the $$ range for you then you could buy used parts, or consider the aluminum LT1 head mod that listed as a sticky at the top of the TPI page, or port some factory stock heads (the least expensive of all choices).
