Need Help!!!!! Car wont start or turn over!!!!!

My car wont turn over when I turn the key forward, I have already had the battery and the starter checked they are both good. The fuel pump and the lights comes on . But the starter doesnt make a sound nor does the fan come on like it usually does when the key is turned forward. If I put the code reader on it then the fan will come on. It is a 1989 Camaro V6 need help trying to find the problem. The security light doesnt stay on so I dont think its the vats, also I have an aftermarket shifter so i have already spliced the two big wires together on the factory connector.

maybe a fuse somewhere near the battery or a like hub where all wires off the car meet near the battery bad connection. Or VATS mine just went out and thats what it did but I've never seen a security light on mine 91 RS. There are some relays one under the driver's side kick panel. Do you have aftermarket alarm? I'm still learning so the extent of my knowledge is limited.

No it doesnt have an alarm, if the relay under the kick panal is bad will it stop the car from cranking and the fan from starting? If so I'll replace it today.

Is there power at the starter? Is it's ground good? Main ground good?

yes there is power at the starter and the ground is good. i can get the car to crank if the key is turned forward and I jump the starter with a screwdriver, but the fan still doesnt turn on. Any suggestions?

Is there a fuse or relay that send a signal to the ecm once the key is turned forward that could be blown or broken?

Blimko: Even though the security light doesnt stay on it's still VATS? So I should just do the vats disable found in the forums online?

If the problem is Vats then would my fuel pump still turn on when the key is turned forward?
