Your NSS is attached to your shifter. It is kind of C shaped. There should be a tang sticking out from it that engages your shifter and it will have wires attached to it. First, try pulling the shifter to neutral and starting it. If that doesn't work, you can put it back in park and take your console shift plate off. Then remove the NSS and unplug the connector and jump across it with a wire. IF it starts or at least tries to start then you need a new NSS, if it doesn't do anything, then the problem is elsewhere and you can hook everything back up. I don't remember which connector pins to jump offhand, so you'll have to experiment a bit. Be sure you have your parking break set and the shifter in park before you try starting it. There may be another way to test, but this is the way I have always done it.

Hey, just by chance, is your steering column tilted up all the way? We had an 86 z28 once that when the column was tilted up, it wouldn't do anything. Had a bad connection in the steering column wiring somewhere.

It didn't work as in you jumped across the wires on the harness or pulling it to neutral to try and start it?

ok, sounds like either a burnt wire or a blown fuseable link. You can get under the car and trace the small wires from the starter solenoid and see if they are burnt or melted. As for the fuseable links, you would need to get a service manual and check out the schematics for locations. You might also find some help from some other threads on this site by doing a search.
