Starting to put my intake back together (89' Iroc-Z 5.7) on the drivers side of the engine compartment I found this. No idea where it goes. Its a rubber hose with a skinny plastic hose line going through it and a rubber elbow joint on one end.

Not FPR.
Looks like part of the PCV system. There's 2 lines in the system, 1 to each valve cover. One goes from the plenum (vacuum at all times w engine running), to the PCV valve in the driver's side VC; the other goes from the port in the TB front of the throttle blade (no vacuum ever, purpose is to make sure that this air has passed through the MAF and been metered), to the makeup air intake port in the pass side VC.
Might also be part of the line from the TB to the charcoal canister.

Looks like the line that goes from the charcoal canister to the throttle body (passenger side) on my car.

My guess would be the vacuum line that goes to the port on the underside of the throttle body of a TPI car but that seems a little too big,
