extremely hard start condition
Just like the topic says. I have to crank the motor over for close to 2 minutes until the motor starts to sputter and eventually start. Nothing has been changed on the car since it started easily.
It happens wether it's cold or warm. No DTC's. Any ideas?

Two minutes? Wow.
Does the FP energize when you turn the key on?
Checked the Fuel Pressure?
Try a quick shot of starting fluid...just one second of a blast..then try to start it...if she fires off, it'd indicate fuel/fuel delivery related.
How's it run once it's started?

leaky injectors cause hard starting so do bad valve seals, flooding and oil a spark plug does not like...
does it smoke blue on start up? If not check your plugs and see if they are soaked with fuel.

Fuel pressure is good at 40psi. Valve seals are brand new and there is no blue smoke. Once it's started it runs OK. Plugs aren't fouled up at all.

Just as a test try flooring the gas pedal for a minute then release before trying to start the motor. If this helps it start easier then you have a leaky injector.
Another way to do it would be to take the intake tubing off the throttle body then open the blades and sniff for strong gas fumes.
It might not be the case but at least it's one less possibility eliminated.

Is that 40PSI when you turn the key on (no start), or only running?
Check the TPS voltage. Check CTS reading on start up. If you have a scan tool, check the IAC counts as well. Any gunk in the TB? Has been cleaned in last year or so?
Squirt a shot a starting fluid in the TB prior to start, could be fuel related, maybe Cold Start valve has issue.

Sounds a whole lot like a shot FP relay. When that happens, the ECM can't prime the system before you start it. So you crank and crank until you make enough oil pressure to close the switch and make fuel pressure.

TPS has been set, I don't have a scan tool. Hopefully a buddy who has one will be coming over soon. Starting fluid doesn't help. The engine sputters when it ignites the fluid and only the fluid. It seems like a fuel delivery problem to me. The fuel pump comes on with the ignition, by-passing the relay. I'm using an '89 .bin file for my ECM so the CSI valve isn't being used. I tried burning a PROM with the CSI enabled and it had the same problem. The TB is spotless. Its a new motor and I cleaned everything before I put it together.
