What is missing from this that makes it so cheap?

the one on the lingefelter site comes with all the stuff for a complete bolt on assembly:
wiring
sensors
throttle body
software w/ calmap
fuel pump
injectors

So there's no getting around spending the $3k for an injection intake system for a large displacement "350"
I saw on lingenfelter's site what looks like an ACCEL version on TBI. I wonder what the net effect difference is?

If you have an L98 with TPI, you have everything needed for the Superram plenum/runners/base to work. The setup you are referring to is selling the harness, computer and everything needed for say, a bare engine without an ECU.
Same thing with the Stealthram. Holley sells the unity for around 2000.00 with all the stuff needed for an engine without management. If you got that stuff already, then the whole thing only cost about 800.00 to be ready to go!

I am starting from scratch. I have a 305 with a carb, so I have to get everything, I think.

No you don't have to settle for the SuperRam unless you need to stay emmissions legal (retain EGR). There is the Miniram, StealthRam, Ramjet, LT1 intake conversion, etc....
Converting to fuel injection doesn't have to cost $2000-3000 either. There are ways you can save alot on that cost. Here's a good "shoppers guide" on converting to TPI. If you'd rather not have TPI intake then just substitute it for your manifold or choice.

If I wanted to go to EFI and was converting from carb, I would seriously look into the above systems. This stuff is all at Summit Racing.

Emissions legal is good
I'm not trying to make a trailer queen, so passing the sniffer is a part of my goals.
I just saw the Magnum TPI artcicles in GMTP. They are doing pretty much what I want to do. Too bad I don't live in pennsylvania. I guess that means I have to get the articles printed, point them andsay, "I want to do that".

The Superram kit would be an excellent choice.
The Superram intake is proven and held with high regard in all performance circles. Not only is it polular here but a lot of Vette guys run it and you see it an awfull lot in magize featured ride spreads. It is polular in both factory fuel injection bolt on groups as well as those who are doing a carb to FI conversion.
The GEN 7 DFI that comes with it is top of the class. Other aftermarket fuel injection packages aspire to be rated on par with GEN 7 DFI.
And the price tag is reflective of what you are getting.
I run a Superram intake with my factory 165 ECM. My motor is modded pretty heavy and I am very pleased with the setup.

It shows that they are almost equal especially if you consider the LT1 is about half the cost.
I realize you need to pass the sniffer test so the Superram is your only choice.
