Where do I check TPS voltage?

OK I've got the instructions for checking the TPS voltage on my TPI, but there are three wires coming out of the thing. Which wires do I put my VOM on?

Top Two
.540 closed- over 4.00v open. Think applies to yours.
Smooth linear increase as you go from closed to full
open.

BLACK and BLUE, should be around .60 with the key on, engine off and the throttle closed. It should be up around 4.50 volts with the key on, engine off and the throttle Wide Open. I cheat on the TPS settings slightly, to make the TCC unlock sooner and bring in the Power Enrichment (PE) fuel and timing faster.

Well I don't claim to be any genius with a VOM, but it appears that I have zero voltage from the TPS. With the key on, but engine not running, I checked the voltage for each terminal in the connector to ground. The top one had .02 volts, the middle terminal had about .05 volts, and the bottom had about 5.5 volts. running through the TPS, the voltage is 0 with the probes on the top two jumper wires.

What up?

I'll go check the colors.

Directly checking the voltage across the blue and black wires with the key on, I get .03 volts.

I gotta bad feeling about this.
