Help, TPI hard to start and runs rough at idle.

I have a 1987 R10 pickup with a 383 and a TPI from a 1986 Camaro on top. This setup was done by the previous owner back in 2008 in SC. To my knowledge it has run fine for him other than it has always very hard to start when cold, and almost impossible when less than 40 degrees out. Its the same for me now that i just bought it. Hard to start when cold, worse in the winter. I have done numerous things to diagnose this and to know avail. Here is what I know.

PROM Flashed @ these specs
Ninth injector-disable
Vats-disable
Speed limiter-140mph
RPM limiter-6000RPM

Fuel pressure @ 45psi
TPS @ .54

check the resistance on your injectors when they are cold and hot. You should not have any reading less then 12.0 ohm. If you do then you will need to replace your injectors

Injectors are new, they are lt1 #24 injectors. Res test shows all are @12.3

TPI's are cool in trucks...
Check to make sure you have 5v at the cts connector.
If you have less, the ecm thinks it's warmer then it really is and doesn't add enough fuel to start...Thats what happened to me. Changed to my spare ecm problem went away.

If you have the cold start disabled you will need the inj tables changed to whatever the 88-89 cars have for the colder coolant /air temps.

OK, I talked to the company TPIParts.net about this and after some time of discussing the problem they went ahead and sent me a new chip. I thought It was nice of them to help up until recieving the chip they wrote me a nasty note saying to F off and leave them alone, WOW I never askd them for anything but guidence and they sent me a chip on their own accord so after that I will never do business with them again, any ways the chip made it a lot easier to start but now I have a new problem. The motor surges up and down by about 500 rpms and if I hit the gas anything quicker than a grandma could it loads up pops and backfires and it drives me wild. So in attemp to fix one prob, I got another. So far I have done as much diagnostics as I can and not sure what is the cause.

I still havnt been able to figure this out. Now im getting a constant code 36 that wont go away. Ive replaced the relays and double checked the connections and to no avail.
