governor or not
i have a 355 sbc with 700r4 transgo shift kit corvette servo, upgraded vanes, input shaft, and 3000 stall convertor. im having an issue at about 4500 rpm going from 1-2 it "flares" out and wont shift till i let off or keep revving it. my cams good up till 6500rpm. is the governor causing this issue by not letting it shift past 4500rpm? i have the bto tv cable setup and its setup properly. and fluids new with filter. any ideas guys?

i hookd a psi gauge up and its at 200psi in idle, and i cannot get the pressure to drop no matter where i put the tv cable, what should i do
