3.4 ?s
I live in the Sanfransisco bay area and Emission laws are strict here so I was wondering if a 3.4 would pass smog as a 2.8? and could I use my 160° thermostat from the 2.8 on the 3.4?

Well, KED85 was the "pioneer" of the swap andhe lives in California. His car passed smog no problem. Read his tech article off the main page (3.4 swap boogie).

Definitly read his article. Ked did an excellent job in describing the swap. All you need to find is a 93-95 camaro 3.4 donor engine and have a couple weekends set aside.
I noticed in your sig you have wingfoot tires. Do you find them to be awsome tires. I had them on my car, and loved them. They were excellent in rain, and snow as well. And handled well.

I didn't really check price on them.
I bought the car with them on it. But I loved them. I have never seen them around for sale around where I live.

you can use your 160 t-stat but i would advise against it for smog testing. the hotter your car runs(within reason) the cleaner the emissions will be. when i used to do emmisions testing here in michigan i would run the car hard to get it nice and hot so it would pass. if car was borderline and you did not run it hard it would not pass.
