If you can find a nice 91-92 RS 5.0TBI with the 5-speed and 16" wheels they came with the same big sway bars as the Z/28's but minus the stiff Z/28 springs, they also have the quick ratio steering...

A stock T-type Y pipe would cut power a lot for sure, and if the engine only make 310HP on dyno I would expect to see at least a 50-70 HP loss at the rear wheels with a automatic.

Well there's your problem, the engine is bored .40 oversize, you have no cylinder walls left and the pistons are just flopping around in the bores :)

If the oil pressure gauge is indeed correct I would also suspect wore out bearings on an OLD engine, but since the engine only has 100 miles on it I would suspect improper assembly or incorrect...

It depends on how the "screw" was installed, if it broke because it was bottomed out in the casting then it could be a bugger to get out, if it just broke from fatigue then you may be able to twist...
