IIRC, lots of thirdgens (maybe just the older ones?) have the squirter pump on the wiper motor.

yep, not that hard to turn, just turing it a lot more. you do have to cut the swaybar mount a little, but it only takes a minute with a grinder and its pretty obvious where it needs to be cut when...

Do what he said, go to a supplier. When I bought a 4'x8' piece of 20 gauge a couple months ago I think it only cost $55. not really worth it to buy a hood or roof, since you'll need to clean it up...

An alternative would have been to buy a replacement blower motor, they usually don't use that tube, and come with a plug to fill the hole in the housing.

You should be able to get it with a punch and a hammer. I wouldn't try and cut it out, you'll probably damage the rotor and wont be able to install the new race. IIRC, a new rotor with races...

I agree that the engine would run bad all the time if the cat was blocked too much, but just as much exhaust should come out if the cat is partially blocked or not blocked at all.

It will make a more significant difference (you will lose more weight) then anything else you listed.
Aluminum front bumper? 7 or 8 pounds.
Relocate battery? You will generally gain weight.

There is no way GFX weigh 300lbs. Maybe 25% of that, at most.
And crown vics are Fords, they never had LT1's.

Edelbrock makes a STB that should work, but it isn't a very good design. It is very flexible where it mounts to the strut towers.

You might want to replace balljoints, steering linkage, endlinks, and strut mounts as well. Those will be more important to replace then most of what you listed. It's likely that those are all worn...

Do you need anything else? No. All you need to lower it is springs. If all you want to do is lower it for looks, don't bother replacing or adding anything else, unless it needs to be replaced.

The rear end in your '82 has 26 spline axles, and the rear end in the '01 has 28 spline axles, which are stronger.

Since Amsoil recommends 1 year or 25k between changes for their full synthetic, it costs much less than using a cheaper oil in the long run. And you'll have better...

No... the shock mounts are between the rear wheels, so they generally won't hit any bumps.
