to answer your questions:
1. Yes
2. Duplicolor makes a vynl/fabric spray, but I'd try to find SEM's interior paint.
3. Yes it works good if you prep it right.

I'd recommend to wash the piece in warm water, then go over it with rubbing alcohol, then plastic prep (again an SEM product) then an adhesion promoter let that dry and paint it with light coats. Works like a charm. You can get away with less, but why not put in a little extra work to keep it from peeling or scuffing easily so you don't have to worry about it.

you cant add much to that.Make sre you take the time to prep it good or it will be a waste and look horrible when it starts to come off.

Clear coating it is a must to and the fabric i did not like still feels fun to me like the normal paint does.

clean it with alcohol and a toothbrush
get high grade rubbing alcohol so you dont get as much residue left over on the vinyl

Yeah, duplicolor has that problem, except with the glossy black, that's why I say use SEM's interior spray, it'll most likely work better.

Does anyone have any tips for the clear coat? Is it the same as painting the bumper covers? I have black and tan interior panels in my car, so I realy need this painting thing.

are you going with black or tan? if you want a deep gloss black, then just go with the duplicolor or SEM gloss black, otherwise I think you might want to sand with 1500 or 2000 then shoot a few coats of clear on it. I'm not sure if the SEM products will need it, but the duplicolor colors other than gloss black I've heard problems and they needed clear over it.
