?? not exactly sure what you mean about screwing the spacer down...
you will either need longer bolts or longer studs to accommodate the spacer, then put a gasket below and on top of the spacer, and put the carb on top of that. Then just install the longer bolts, or install the nuts on the longer studs.

More or less. Some spacers work like that, some just use extra-long carb studs.

They can, usually a spacer helps keep the air and fuel mixed together, they also help insulate the carb from the heat of the engine for a slightly denser mixture.

The easiest way would be to install a flexable line from the hard line to the carb. But if you have time and a lil extra cash I would get some stainless line and some AN fittings and make a nice line from the pump to the carb, makes for a cleaning nicer look.

Also, make sure you throttle linkage is still going to work ok. you might have to modify the bracket a bit to get the proper angle.

A one inch spacer may make from 1/2 to 1 horsepower. Not much to notice but the fuel mixes more evenly with the air.

The easiest way is to get some 3/8 fuel line from the hardware store(or braided line) run it from the pump to the carb with hose clamps. Since you said you have a carb, you only need between 6 and 8 psi of fuel. I did the same thing on mine.
