Desirable is a relative term. Those heads used to be all the rage before the aftermarket started making much better heads beginning in the 1980's, and the OEM's started making better heads right from the factory.

say someone already had the heads, would they atleast be worth using if machine work and harnded seats have been done?

30+ years ago they were the best option for making power. By today's standards, they're only worth something to people making a period car and want period correct parts on it. The time and money you spend to make these old heads work better, aftermarket iron heads can be purchased for much less and will still out perform the old heads right out of the box. Even newer factory heads such as vortec heads are better.

Nothing special about the heads. 163cc small valve
Some guys went nuts over the X heads but they were the same size.
Back then engines were a gross rating, different than today. a 1968 300hp and a 2010 300hp are two different animals.

461 heads can't be installed on these cars without jumping through extra hoops because they lack the bolt holes (and bosses for them) on the ends. You can't install minor details like.... an alternator.
Because of that, and their non-hardened seats which tend not to survive with modern gas, and their lack of the "squish" area that was the hottest technology for 1969, the 461s are the LEAST desirable of all the double-humps.
They are no better than 083. Not as good really, for all the above reasons, and more.
Best left to either "the greater fool" (yes, there's ALWAYS at least ONE out there somewhere), or somebody who wants a "numbers matching" mid 60s setup of some sort.
