65cc heads will build a lot of compression with the typical flat-top/4-valve-relief pistons. Any idea what the pistons actually are?
Personally, I would never build a high performance 400 with a factory cast block. At a minimum, you should put a half-fill of Hard Blok in it.
While you might be able to turbo it, again, I wouldn't with a factory block. And, if the compression is as high as it sounds like it may be, you're going to need some very good gas.
NA, with a good tune and good exhaust, it should be north of 450 HP at the crank. 500 HP, even, maybe.

Not being sure what your deck height or head gasket thickness is, CR would be more like 11.9-12.0:1.
65cc heads on a 406 with flat tops makes for a pretty tight squeeze.

That's up to you, and what you want to do with the car. Worst case with zero deck, CR could be up to 13:1 with 65cc's, depending on your head gasket too. 75's would get you down a little over a full number probably.
But hey, is this a track car only, or are you gonna run it on the street with pump gas? (Good luck with anything higher than 12:1) Meth injection might be something to look into as well
