You know what is cool about that though? See, I have worked for an ISP or two in my tenure as a Network Technician. The nice part is they keep logs of who leases what IP and when. All I need to do is capture a packet (many, many, ways) Record the timestamp and report you to your ISP. Badda-Bam, violation of your TOS (Terms of Service for you 16 year old trolls), and you will be out an internet provider. Why dont you just grow up and leave it as it is.

 

Unless he has a permanent IP address assigned by his ISP he is using DHCP. His IP address will change.

 

Very good, and a packet with an IP address and a Time stamp will allow the ISP to look in thier logs and match the time with the Address. When you use DHCP your mac address is recorded in conjuntion with the IP address you are issued. The MAC will not change, it is hard coded into the communications device. This is how you track someone who is behind a DHCP network not hard at all. I used to do it on a daily basis when I worked for an ISP.
