What exactly am I looking at here? it's clicking a lot

So after hearing a clicking noise from the engine I did the usual screw driver test as well as a stethoscope on the valve covers to hear for any noise which there wasn't. I thought it could be a manifold leak as it sounded like it was coming from there. After sea foaming the carb and blocking my pipes off I searched for any smoke shooting from the manifold and got nothing. I gave up trying to find it and will deal with the noise till headers get installed. The noise was driving me insane, so today I put it up on the ramps and checked everywhere for a leak with no finds. I just happened to be looking down the passenger side and I see a little metal thing smacking against the pipe and so i used a screwdriver to stop the movement and the sound stopped.

I have no clue what this thing is or does, all I can see is it connects to a device which has a hose that runs over the engine and to the thermostat housing. It looks like someone had done a **** poor job of "fixing" it before as there is bailing wire tied all around this thing.

Any idea of what it is? anything will help.
I can get more pictures if needed, maybe from the bottom

This is with the screwdriver end next to it

The pic is hard to see what your pointing at but is your car carbureted ? looks like your pointing to your efe valve.

Yes, I have the Rochester Quad. I still have the car on the ramps if you want a pic from below, It's hard to actually get the camera down there.

The spring is weak on your efe valve your hearing the plate open and close. Inless you want the car 100 percent stock wire it open. With the studs on the manifold being so rusty it would be a nightmare to pull and remove the butterfly.

Alright, I'm not too worried about keeping it stock. It looks like someone else had already tried that and it failed, but I will do it again. I'm guessing it isn't something of major importance if I can just wire it open.

just make sure you wire it open and not closed... if you do that, all the exhaust from that side of the engine will be fighting to go thru the little crossover in the intake manifold that is probably mostly clogged with carbon by now and the car will run like crap..

I ended up being able to reconnect the little device to that valve and the car seems to be running even better. Maybe its my imagination saying that, but from the looks of it, whoever "fixed" this before me had it wired shut, but its hard to tell with all the bailing wire that was wrapped around it
