In the radio--the cars with the console clock were equipped with AM radio, which had no clock.

OK, if it is part of the radio, why is it a separate RPO UE8? Could you get an AM/FM radio that didn't have an internal clock? Was the digital clock option for when you did a Radio Delete?

All clocks in 3rd gens were either in the console (which I have seen with AM/FM/Cassette cars, I think it's just an option in the early years) or in the radio. I would have to think that the digital clock is the radio option.

Does somebody actually have the UE8 RPO or are you just assuming that because that RPO showed up in the database that f-bodies came with it? The RPO database here has a lot of of RPOs that weren't implimented on f-bodies, and I suspect that this is one of them.
