My Inbox shows nothing from TGO since the 11th.

In addition, you won't get any PM notifications when you have that feature disabled, as your account is showing:

Send Notification Email When a Private Message is Received
And we did not change or alter your account.

AND...That only applies to PMs.....Doesn't explain why I've gotten not Reply notices of threads, in 3 days.

I can look at logs (which account changes are logged) to see that no TGO staff has even touched your account since atleast the beginning of this year. So, no, TGO did not change that setting.
As to why I even checked it, well, being in "support" for the past several years I can't assume a lot without checking basics.
As far as the notification issue, it looks like it's isolated to your provider (RR):
We'll have to investigate. Issues like these usually take some time to resolve (usually the other end). In short, according to RR, RR customers have "complained" about "Spam" and thus RR has blocked our email server and that's why you aren't receiving email from us.
It shows the above took place around 8/11, so it nearly syncs with your report.
As to why I even checked it, well, being in "support" for the past several years I can't assume a lot without checking basics.

What is the IP address that TGO uses to send messages, that RR would be blocking.
I can get it unblocked, if I know the source IP Address.

It's already been submitted. But it doesn't (usually) become unblocked right away. Hence why I said it usually takes time for the provider to process and review it.

i also have not recieved anything from TGO in several months . i am no computer whiz , just barely know how to use it . no replys , no info from any threads & no P.M.s ????????? what's wrong ????

Check with your internet provider & see if they are blocking TGOs emails.

Strangely enough, it came back earlier, as not currently blocked. Nor blocked in '09 at all, much less in the last 3 days.

It was showing blocked under the "Road Runner Internal IP Address-Based Block", which now shows no blocking. The prior history section is still the same, so perhaps they have not updated the database? It was blocked, as the emails I posted indicated and their system shown as such at the time with a start date of 20090811. We sent a submission to unblock. Some cases take longer than others.

It is now unblocked. I went round & round with them today, including getting ahold of a Stupidvisor & pursuing "other" channels (got it fixed that way) within Time Warner.
Nothing was going into Spam/Bulk. Just not being delivered. Maybe they don't waste their effort on replying to blocks?
About 20 notices just came in, from today. Half of which I had already found by looking through the "New Posts" page.

As suspected, the history wasn't updated on RR's mail page as now the webpage is showing the block existed and was removed today:
