Whenever I am in in gear, moving or stopped, my LO3 will all of a sudden go down to 400rpm and just about die then will kick back up real hard to 1000rpm, all in a second. Sometimes it will turn the SES light on but then it go's right off. Ive almost rear ended a couple cars because of this! Its like dumping the clutch on a manual car. My SES also comes on when Ive been driving pretty hard, code 32 EGR.
Any answer?? I look pretty stupid when Im sittin in traffic then suddenly jump forward

Check for a vacuum leak. Sounds like the idle air control ( IAC ) is opening and closing when it shoudn't. Could be something else too. Someone will chime in here and help.

Yeah, that's the IAC valve going into stall saver where RPM dip too low and it opens up to bring it up fast and prevent the engine from stalling. I would check your timing, make sure its at 0* or you can advance it a little to about 4* (might smooth it out anyways). Make sure the ignition system is all tuned up good. I'd check for vacuum leaks too like steve said.
I was just wondering does it happen when the engine is both hot and cold?
Both hot and cold. But it does seem like after its been running for over 30min, it wont do it anymore. But the engine reaches operating temp after just a few min.

My car did this too, or at least it sounds similar. I simply replaced my distributor cap. All the problems went away.

sounds like a sticky EGR valve... Thats what happen to me and the problem went away. See if the EGR holds pressure, also you can disconnect the EGR Vaccume hose and see if the problem is there still. Good luck bro.
