first of all, have you done any repairs on the car when this started. I would start by inspecting the wiring and sensor at the transmission. a scantool is a good tool to watch VSS signal through the ECM.
even though his car is an '89, it still will have a VSS, so the computer will know when to lock up the TC. but i would of imagine that a cable is broken or the wires are bad. after my car had sat outside for a few years without being driven(before i owed it) rust had gotten into the VSS and froze it up and broke the small cable. but some oil and an universal speedo cable fixed the problem.
