Problem with the "foglight" ram air system, could it be a leak??...

Hey all, on my IROC, I have custom ram air. Ya kno what I mean, its two plumber tubes that are located behind the foglights. They were glued with some heavy duty glue stuff. When I try to put the plastic "Y" on, I'll call it the Y for lack of the actual term, it doesn't fit. Ya kno the Y connects to the throttle body. Any way, ya kno the the those three little lock screws on each hand. Well on the left one all three can lock up. But on the right hand, only two can lock up. The one screw facing the left hand can't come down close enough to lock up. What I mean is, when the ram air tubes were glued in, one side of where the filter sits, is too high, which keeps the screw from locking in.
...But the thing is, its tight even with one screw not locked, but... I can see some of the filter, when I try to look at it. So doesn't that mean that its possible that air that was just rammed in, now can leak out the side of the filter. First I thought it was no problem, since it was tight, but now I noticed I can see the filter which means air must be able to leaking out through it.

Sorry for such a terrible description, I hope ya know what I'm talking about, I don't have pictures either. Thanks for any help!

..If it is a performance problem, what can I do too make sure no air can leak out there?

Where the asterics are, that where the possible leak may be. Whether it is or not is up to you??
..The guy who owned my car before me, made the right "seat" for the filter to high on one side, so one screw can reach and lock up. Not only that, but part of the filter is showing, so is it possible air leaks out?? Bad performance? What can I do?

I'm not sure exactly what the problem is. It sounds to me like the place where the filter rests is too high on one side, so the drivers side center twist-thing won't engage because it is too high? Would it be possible to cut the side of the ram air, or the side of the filter off to make it seat correctly? A vacuum leak there isn't terrible, but it's air that could be going to your engine so it is worth fixing.

And if just the side of the filter is exposed, I don't think that would really matter.

Yeah you got it pretty much on the money. The seat that the filter sits on, one side is too high, so one screw can't come down enough to engage and lock. I dunno if I can cut the filter, dunno if I want to. But the seat, is like really glued in, don't think it will ever come out, so can't really move it. I was thinking of maybe making an extra piece around there, to try to possibly block any sign of leakage.
.. Yeah its only the side of the filter. I have K&Ns, the rubber contact on the top of it is contacting the plastic Y intake thing just fine. But the side of the filter is showing. Man I wish I had a picture.

Heres some pics I drew using paint. The one on the right is a top shot of it, the red is the screw not touching and the area of possible leak. The bottom-left one is the side view, the one I see, where part of the filter, the side of it is showing. And the one on the top-left showing what it looks like looking at it flat from the front. The maroon color is the filter, the red is possible leakage. You can make it out.
