Re: Chip it or no?
My two cents on chips are that they don't make much difference on most vehicles. On some, maybe, but I would rather spend money on hard parts like helping intake and exhaust flow for starters. Obviously before anything I would give your engine a good tune up if it needs it, and go from there.
Maybe somebody on here has experience with aftermarket chips on a 2.8.

Most chips are worthless, and even the "good ones" only gain a few horse power, which IMO is not worth the expense.

Spend the cash you would on an aftermarket chip to get the stuff to burn your own. You only need $120 for a willems burner and a moates aldl cable. Another thing to note is that the factory maf v6 computer is a piece of crap. You can do a little tuning with it, but you're more or less blind unless you have a scanner because there's no publicly available aldl definition file. I converted to a '165 (tpi v8) ecm so I have full control of the tune. I'm going to do a writeup on the swap after I get a wideband O2 so I can fine tune it.

Re: Chip it or no?
The stock '86 ecm is either an '870 w/ $1F or a '302 w/ $3A. Most likely he has a '302.
