If you have sufficientl fluid level, aint but two choices - adjust tv cable, and if that doesnt help get a rebuild .

Since you have to bleed anyway, replace the rubber hoses from chassis to wheel - there are 3, 2 front and one rear. New brake hoses make a world of difference!

Fusible links and battery cable should all go to same large starter terminal - not sure on the fusible link count. Purple wire only other wire and it connects to smaller starter terminal.

Yes, you need a vacuum advanced distributor with any aftermarket non-computer carb. The connectors will not match, you have to wire it in yourself. Cannot use a cc-dist without a cc-carb, or visa...
