Simple,

Remove the louver and straighten it and put it back on, trying to bend it up while in place is sure to either break it or chip the paint surrounding it. Good Luck!

If your locksets and ignition are still the originals, call your GM dealer with the VIN and they can cut the keys for you. Its a pretty simple procedure, no need to rip the locks out of the car.
