Low flow rate from your power steering pump is the likely culprit. Less likely cause would be worn spool valve in the box. I'd start by replacing the pump.

Just a heads up...that was a Camaro dash pad. They are more difficult to find in good condition because the integrated speaker grilles often go bad.
