Tune up was cap, rotor, and plugs. Check the wires with an ohms gauge.

Yes I set the timing with the wire disconnected then reconnected it.
Rebuilt the TBI, it came with two gaskets...

ECM not recieving signal from Distributor indicating the engine is turning. No fuel.

Engine ran just fine when taken out two months ago.

Just put the engine back in. Has spark, CEL comes on when the key is on and engine is off. Injectors have 12 volts, and if you ground them...

My understanding is that you would log with the hand held scanner, then use that information at your PC to burn a new chip. You can see from your scanner it is running too rich above 1500 rpm, ect. ...
