91 bird tpi ecm reference not reading 5v.

Been chasing down and intermittent issue that happens sometimes on a cold start or while driving or anytime at all on my 91 formula with a tpi 305 and manual trans. When it starts idling high/surging the signal on the tps is all over the place going up and down confusing the IAC to move around causing the wacky idle. Ground connection is fine. The 5v reference completely drops to zero when this happens. I checked the ground on the right and left cylinder head and they are good. My mechanic told me the circuit providing the 12v-5v step-down for the signal to the tps could be bad and I could need a new ecm. Does that sound right? Where would be the best place to get a new ecm? I heard remanufactured ones aren't that great. Any help would be greatly appreciated, I'm at my wits end here.

I have one that is not reman and one that is just swap over your memcal chip.
yes 90-92 is speed density works on tpi and 3.1 with proper calibration chip

is there any guarantee that it has nothing wrong with it? And I've seen some memcal chips soldered to the board. Is this not the case for the 90-92 ecm's?

If defective I can refund everything but shipping and fee cost.
the memcal releases with a rock back tab on each side of the memcal.
have someone interested in this reman but can do the same deal on the used oem one.

Who makes the reman and how quality are they? I've heard bad things about certain remans.
