Prom Burning
I have an 86 TPI, 5.0, 700R4 I’m trying to bring back to prominence. Confirmed yesterday the cold start valve needs replaced. I’ve read you could burn the 86 prom to 89 values and it will pulse the cylinder injectors during crank rendering the cold start injectors obsolete. Question is, does someone here burn rams? I’m in Orlando if that helps but replacing the valve that isn’t made anymore doesn’t seem like a good idea.

In case you were still wondering, the '86 can indeed be set up with a cold-start fuel adder to eliminate the 9th injector. My '86 is that way. Incidentally, a "cold start" routine in Orlando is likely to be a lot less demanding than where I reside. You'll never miss the the old injector and it can be abandoned in place acting as a plug for the fuel line.
Along with the elimination of the 9th injector, a lot of other enhancements to the original '86 programming can be done. I would suggest considering changing the TCC lockup/release points to something a lot higher than 27 MPH. In addition to that, the fan turn on/off temperatures, updating the MAF tables to allow a later set of values, using the extended spark advance tables, etc. Just discuss the options with your burner.

I appreciate information . Is it true that an 89 prom won’t work on 86 because of the vats system in the 89’s?

A PROM (or CALPAK) from an '89 cannot just be plugged into an earlier F-body ECM without issues. That said, the basis of the '89 PROM can be used to run your '86 with several advantages, but some of the parameters in the binary program file require alteration to suit the '86 scheme. The VATS selection exists in the '86 file since it was available on Y-bodies. There are other selections which pertain to options and features which may or may not be enabled.
