Might check out the lt4 hot cam they do pretty good with the l31 vortec. Use the right springs and retainers without machine work on the heads.

The lock plate tool does help. I would use two small screwdrivers to work the snap ring off.

It also wouldn't hurt to check the resistance of the spark plug wires with an ohm meter. Even new spark plug wires can be bad. It only takes a few seconds to check.
