1- Sand down most of the rust as you can
2- treat rust (I like rustbullet) Menards has some oil base alluminum paint that I like too...

did my floor pans yesterday ovencleaner does work spray on let sit 30 sec sand or scothbite it then use putty knife might have to do this 2-3...
