it should read around 14 all the time. it should actually be constant when you're on the highway, because of the steady high rpm. your volt gauge might be inaccurate though. i always double check...

pull the spark plug. put your finger over the spark plug hole. rotate the crank with a wrench from the crank pulley. when the compression pushes your finger off the hole, the cylinder is at TDC.
