I loosend up the oil pan and shook it around and you can hear it rattling around one of the corners in the deeper part of the pan, i cant get it out because i cant remove the oil pan unless theres...

I think i figured out why the can was rubbing on the cover, there was no gasket between the cover and block just rtv sealant.
