It almost sounds like a faulty Throttle Position Sensor (TPS)
I do not know what the default mode for it is, if you disconnect it.

Assuming this is a Third Generation 82 - 92 Camaro or Firebird and you put headers on it.
Based on the 3.1L I would assume its around 90-92.

What do you have your fuel pressure set to?
I had a similar problem and found out my bypass regulator was not sending the correct pressure to the carb.

I was once told by a machinist to use Permatex Form a Gasket #2 sealant for gaskets that you want to make sure don’t leak.
