The engine harness was already replaced, but being that my car had a 2.8 the accessories were all part of the engine harness the only harness that I could find were for the ccqj setup the hand full...

Check your grounds and charging system voltage should be around 13.8-14.0. If the lamps only flicker check the grounds at the front near the head lamps you might have one that is loose.

The foil is actually asbestos heat wrap, I did not want to have to worry about it getting hot and damaging the cable.

Looking at your voltage readings, it sounds like you have dailed diodes this will also cause a high pitch noise from the alt.
